Local alcohol policies

The Sale and Supply of Alcohol Act 2012 enables territorial authorities to create local alcohol policies (LAPs).

Local alcohol policy guidelines

Te Hiringa Hauora/Health Promotion Agency has developed guidelines to help territorial authorities pulling together a LAP.

Local Government New Zealand (LGNZ) has also developed a LAP guidance document for councils. It sets out guidance on:

  • considering the legal principles from the Alcohol Regulatory and Licensing Authority decisions
  • collecting data and information to inform the development of a draft LAP
  • developing and consulting on a draft LAP
  • adopting a provisional LAP, appeals, and bringing into effect a final LAP.

LAP survey template and guidelines

Te Hiringa Hauora has developed a survey template for any territorial authority to use to ask its community about the way alcohol is managed in the district. The survey is intended to be used early in the process so that the results can be incorporated into the draft policy before the formal consultation process.

The survey template may be used as the basis for a community survey. Questions may be added or deleted as required.
